It’s a great article that explains critical elements of the college financial aid process, but the most valuable part of the guide is the Federal EFC Quick Reference Table. Shortcut To Finding Your EFC Actually, for the majority of people who are learning about financial aid for the first time, the EFC chart is probably the most shocking part. Families planning on sending their kids to college should take a look at this table just to start to understand what they’re facing. Keep in mind, the EFC chart is only an estimate, and at some point its necessary to run your actually tax numbers to see your specific EFC (the College Board has a good EFC calculator). Reviewing the EFC Quick Reference table below, what stands out is that families with incomes over $100,000 are basically expected to pay for the cost of attending a state public university. The reality is that families   with an EFC of $20,000 or more will be expected to pay the equivalent to the tuition at a state school. Once the shock subsides, families in upper income categories need to understand its unlikely that even merit aid from more generous private schools will reduce their total cost below the price of their state flagship university. There are many reasons to consider sending your child to a private college, even if the tuition wont come in less than your state college. For example, private colleges are more likely to graduate  students in four years. They tend to have lower student to faculty ratios and spend more money on students in the classroom. Private colleges  can also cost at least twice as much as a public university. The question is   can the financial aid offered by private schools bring the price down enough for families to decide to pass on the public option? For some families and some private colleges, the answer is yes. Even for families with a high enough EFC that would limit the amount of need-based aid at even private colleges, merit scholarships can dramatically drop the total price. Many private colleges offer yearly merit scholarships of $15,000 to a significant number of students. It’s not uncommon for the most qualified students to receive $20,000 merit awards. If you just considered a $15,000 award that a merely desirable students might receive, the cost to attend a $50,000 drops to $35,000. That’s approximately $10,000 more than the average state university. And if the student is more likely to graduate in 4-years at the private college than at the public university, families might consider the private option. U.S. presidents are limited to serving two elected four-year terms in the White House and as many as two years of another presidents term. That means the longest any president could serve is 10 years, though no one has been in the White House that long since Congress passed the constitutional amendment on term limits. How many years a president can serve in the White House is spelled out in the 22nd amendment  to the  U.S. Constitution, which states no person shall be elected to the office of the President more than twice. However, if an individual becomes president through the  order of succession they are allowed to serve an additional two years. Why Limited to 2 Terms The amendment defining limits on how many terms can a president serve was approved by Congress on March 21, 1947, during the administration of President Harry S. Truman. It was ratified by the states on Feb. 27, 1951. Before the 22nd Amendment, the Constitution did not limit the number of presidential terms to two, though many early presidents including George Washington imposed such a limit on themselves. Many argue that the 22nd Amendment merely put on paper the unwritten tradition held by presidents of retiring after two terms. Before the ratification of the 22nd Amendment, Democrat Franklin Delano Roosevelt was elected to four terms in the White House in 1932, 1936, 1940, and 1944. Roosevelt died less than a year into his fourth term, but he is the only president to have served more than two terms. Congressional Republicans proposed the 22nd Amendment in response to Roosevelts four election victories. Historians have written that the party felt such a move was the best way to invalidate and discredit the popular progressives legacy. Defined In 22nd Amendment The relevant section of the 22nd Amendment defining presidential terms  reads: No person shall be elected to the office of the President more than twice, and no person who has held the office of President, or acted as President, for more than two years of a term to which some other person was elected President shall be elected to the office of President more than once. American presidents are elected for four-year terms. While the 22nd Amendment limits presidents to two full terms in office, it also allows them to serve two years at most of another presidents term. That means the most any president can serve in the White House is 10 years. History The framers of the Constitution originally considered a lifetime appointment by Congress for the president. When this proposal failed, they discussed whether the president should be elected by either the Congress, the people, or something in between, such as the Electoral College (which was eventually chosen) and whether term limits should be imposed. The idea of an appointment by Congress, with the option for re-appointment, failed on the fear that a president could make an underhanded deal with Congress to get re-appointed. Cant Serve a 3rd Term Conspiracy theorists have through the years perpetuated the notion that power-hungry presidents try to find ways to win a third election. A few people even point to the wording of the 22nd Amendment, noting that it says no person shall be eligible to be elected to the office more than twice. Would this disqualify a former president from being elected vice president, then serving as president if the president died or resigned? Its unlikely any former president would run for the lower office of vice president to test the theory. Over the years, several lawmakers have proposed repealing the 22nd Amendment. Congressional opponents of the 22nd Amendment argue that it restricts voters from exercising their will. As Democratic U.S. Rep. John McCormack of Massachusetts proclaimed during a debate over the proposal: The framers of the Constitution considered the question and did not think they should tie the hands of future generations. I dont think we should. Although Thomas Jefferson favored only two terms, he specifically recognized the fact that situations could arise where a longer tenure would be necessary. One of the most high-profile opponents of the two-term limit for presidents was Republican President Ronald Reagan, who was elected to and served two terms in office. In a 1986 interview with The Washington Post, Reagan lamented the lack of focus on important issues and lame-duck presidents. Consequently, successful politics in such regions is dependent on the ability of a political party to address economic development issues of such poor people. Therefore, election of such politicians into the parliament and government will guarantee enactment of laws that will enhance economic development of poor people since politicians have the propensity of gaining support and favour (De Haan Siermann 1996). Therefore, continuous economic development in developing countries coincides with the rate of democratisation. Poverty eradication programs will be implemented by regimes that rely on poor people for their survival. It is therefore effectively sustained in developed nations rather than developing ones. Basing on another study that was conducted on 135 countries for the study period that is 1950 and 1999, 44 countries remained under dictatorship. 34 countries were observed to have sustained democracy throughout the entire study period. There were transitions in the regimes from dictatorship to democratic and vice versa. Single regime change was noted in 29 countries with 2 countries changing their political regime from democracy to dictatorship and 27 changing from dictatorship to democracy. Double regime transition was noted in 12 countries. The countries that experienced 3, 4, 5 and 6 regime transitions were 5, 5, 3 and 2 respectively. One country that is Argentina experienced 8 regime transitions within the study period (Brass 1986). Results indicated t hat dictatorship regimes faded under a number of circumstances. For instance, some dictatorship regimes collapsed during economic crises whereas others fall as a result of economic development of a country. International forces were also responsible for the crumbling of some dictatorship regimes. However, empirical results indicate that democracy survived in countries that exhibited an increase in economic development and failed in the case where a country’s prosperity either stagnated or declined. With regard to income distribution, a decrease in the income ratio of top-to-bottom individuals of a country enhanced survival of democracy. In summary, democracy fosters economic development since it guarantees effective allocation of resources to all parts of a country (Patti Navarra 2009). Democracy also exhibits effective utility of the allocated resources. This fosters economic development in the country. Political Development should be centred towards establishing democracy regimes to guarantee appropriate resource allocation especially to the disadvantaged regions of a country. Transparency and accountability are also enhanced under democracy regimes rather than dictatorships.
